By WENDY FRY | CalMattersCalifornia’s electric bills — already some of the highest in the nation — are rising, but regulators are debating a new plan to charge customers based on their income level.Typically what you pay for electricity depends on how much you use. But the state’s three largest electric utilities — Southern California Edison Company, Pacific Gas and Electric Company and San Diego Gas & Electric Company — have proposed a plan to charge customers not just for how much energy they use, but also based on their household income. SAN FRANCISCO (KRON) -- Four suspects in a deadly April shooting in North Beach earlier this year were arrested Wednesday, according to the San Francisco Police Department. Officers responded to the shooting in the area of Grant and Columbus avenues just before 11 p.m. on April 23.At the scene, officers found the victim, 23-year-old Isaiah Thomas of Suisun City, suffering from apparent gunshot wounds. He was declared deceased at the scene. Officers make discovery in trunk of suspect vehicle after car chase on Pleasanton freeway Two additional shooting victims, described as 24-year-old males from Sacramento County, were found nearby. They were transported to the hospital with non-life-threatening injuries. Two other victims were privately transported to the hospital. GOMA, Congo (AP) — At least nine people were killed and a dozen wounded when a bomb went off in a village in northeastern Congo, a local official said Thursday. The bomb exploded in the eastern territory of Rutshuru on Wednesday evening, according to Isaac Kibira, a deputy to the province’s governor. A local self-defense fighter — part of a militia to protect the community — was tinkering with an unidentified object on the ground when it detonated in the village center, instantly killing him and eight civilians nearby.
